Note that Tier 4 units are not inherently bad, but without a significant update such as a J+, a collab rerun, or an extremely worthwhile Memento, it is not advised to spend resources on such a unit. These are units that are not worth using, either due to their age (old collabs), starting stats (1-2 star units), or job combination (poor interactions, bad passives).
